Sure, but that's not really self-contained anymore - plus running udev
in early userspace is going to imply something to handle sysfs module
aliases at some point.

Is udev the "recommended" method for doing this in early userspace?  I
have a trimmed down version of modprobe if that seems to be a
reasonable addition - which would help with the modalias loading via
udev (if wanted).
