[klibc] klcc ARCH vs KLIBCARCH

klcc, as of 1.3.5, does not work.  The issue is due to the Kbuild file
using ARCH=$(KLIBCARCH) while the klcc.in generated script uses
KLIBCARCH.

A patch is probably overkill, so I leave the change to whomever it may concern.
