[klibc] klibc-1.4 released (equivalent to 1.3.40)

I have released klibc-1.4.  This is the same as klibc-1.3.40, but since 
this probably the version that is going to get merged into the 
mainstream kernel, I figured it was time to bump the minor number.

The current version should be very reliable.
