tried to reproduce it on our network on sunday,
calm day with less traffic.

but couldn't reproduce it, maybe beacause the always running dhcpd
is faster and nearer or because he is authorative?
 
the patch looks a bit scary for me as touches quite a lot
return functions but haven't looked at the grand picture yet.
