I've been using Eagle (http://www.cadsoftusa.com/) to design small 
boards.  They have a nonprofit freeware license (two layers 100x80 
maximum, not for commercial use.)

I like the Terasic cards myself.  They're more appropriate for my needs 
than the ones you've been using, but I don't think they'd work for you.
