[klibc] ipconfig: fails to parse 255.255.255.255 as netmask

I think the…
	if (template->ip_netmask != INADDR_NONE)
… check there is bogus.

If specifying 255.255.255.255 as netmask, it guesses instead.
(And I’m not too sure why it still wants a broadcast address
in those cases…)
